Read announcements
Select the megaphone beside Civitas in the header. A panel opens with every announcement in full, newest first, with the day it was posted, and the day it was edited if it was. The newest three are also under What's new in the help panel (the "?" button); selecting one opens it in the announcements panel.
Notices across the website
For something you need to see wherever you are, like planned maintenance, Civitas staff put up a notice in a strip under the header of every page. Some notices have a close button: close one and your browser remembers not to show it again.
Messages to community managers
If you own a community, or your roles let you manage one (communities.manage), Civitas staff may also IM you in Second Life about an announcement or a notice, from a shared Civitas bot. Someone who manages several communities gets it once.
